Why Garage Conversions Are Easier to Permit

  • No new setbacks: converting an existing structure generally does not require meeting the setbacks a new building would need, as long as fire safety is met.
  • Parking does not have to be replaced: under state law, a city generally cannot require you to replace the parking spaces lost when a garage becomes an ADU.
  • Attached or detached: a detached garage can become a full ADU. An attached garage can become an ADU, and in some cases a junior ADU.

What a Garage Conversion Involves

A garage was built to store cars, not to be lived in, so most conversions include:

  • Replacing the garage door with an insulated wall, windows and an entry door
  • Raising or leveling the floor and adding a moisture barrier over the slab
  • Insulation, drywall and energy upgrades to meet California’s Title 24 energy code
  • New plumbing for a kitchen and bathroom, often with a trench to the main sewer line
  • Electrical work, which may include a panel or service upgrade
  • Egress windows, smoke and CO alarms, and fire separation where the garage is attached

Garage Conversion or New Detached ADU?

A conversion is usually the faster and simpler path when the garage is structurally sound and has enough ceiling height.
