Core upgrades

Union City’s housing count climbed from about 1,700 units in 1960 to nearly 19,000 by 2000, based on census figures. That fast growth means many bathrooms are decades old. This page covers what to upgrade, how to get permits from the city, and where to find help.

  • Grab bars at the toilet and in the shower or tub, 33 to 36 inches high, on solid blocking.
  • Low-step or curbless shower with slip-resistant floor.
  • Bench or fold-down seat about 17 to 19 inches high.
  • Handheld shower with anti-scald valve. The plumbing code caps shower water at 120 degrees Fahrenheit.
  • Better lighting and lever handles.

Heights come from the 2010 ADA Standards, a reference for homes rather than a home requirement. See the aging-in-place bathroom guide.

Permits from the Union City Building Division

Union City’s Building Division is at 34009 Alvarado-Niles Road, phone 510-675-5313. The city’s submittal sheet says a permit is needed for work that removes, adds, alters or repairs walls, or that adds or replaces electrical, gas, mechanical or plumbing systems.

The city exempts finish work such as tiling, cabinets and countertops. Removing and reinstalling a toilet is also exempt, as long as no valves or pipes are replaced or rearranged. A new shower pan or moved drain is outside that list.

Applicants submit a permit application, three plan sets, a CALGreen checklist and Title 24 forms when they apply. Over-the-counter permits are available at the counter, and the city does not describe a general online portal for other permits. Axiom prepares the package.

Civil Code 1101.4 also applies: noncompliant fixtures are replaced when a permit is issued on a single-family home.

Local housing and floors

With most of the housing built after 1960, many Union City homes have older tub surrounds and original valves. During demolition we look for hidden damage. For a curbless shower we confirm the floor: a wood floor may be recessed between joists, and a slab may need cutting. Post-tensioned slabs must be identified before any cutting.
