  • No blank wall longer than 20 feet.
  • A covered or recessed entry of at least 14 sq ft.
  • Second-story windows within 5 feet of a side line or 15 feet of a rear line need a 5-foot sill or obscured glass.
  • No plywood or corrugated or sheet-metal siding.
  • Class A or B roofing in the Hillside district, and the 2025 Wildland-Urban Interface Code where it applies.
  • Automatic fire sprinklers in all new homes.
  • All-electric requirements approved for new construction in 2023; we confirm the current requirement with Building Safety.

Utilities and Permits

Milpitas runs its own water system, buying wholesale from the San Francisco Public Utilities Commission and Valley Water in separate zones, and its own sewer collection, treated at the San Jose-Santa Clara Regional Wastewater Facility.
