Building New in Fremont

New homes in Fremont are usually rebuilds on existing lots or custom homes in the hills and historic districts. Each one goes through staff-level design review, or a Zoning Administrator hearing above 7,500 sq ft, and building plan check through Citizen Access. Axiom Renovation (CA Lic. #1105006) builds custom homes.

What Fremont Requires of New Homes

  • Fire sprinklers in all new one- and two-family homes.
  • Solar PV and one EV-ready parking space for each new home under Fremont’s green building rules. All-electric design is encouraged, not mandated.
  • In Very High fire hazard zones, adopted locally in July 2025: Class A roofs and Class I exterior wall coverings.
  • Hillside overlay height, deck and retaining wall limits in the hills.
  • Geotechnical analysis for liquefaction, the Hayward Fault and eastern-hill landslides.
  • Alameda County Water District water and Union Sanitary District sewer.

Seismic: the Hayward Fault runs through Fremont, most of the city is within a liquefaction zone, and the eastern hills have landslide hazards that require site-specific geotechnical analysis. We plan foundations and structural design accordingly.
