A Faster Path to a New Home

Because Mountain View has no single-family design review, a new home that meets the R1 standards goes straight to building plan check. The City estimates 5 to 8 months to permit a new home. Demolition, excavation, flood and fire sprinkler permits are issued separately.

Mountain View has no discretionary design review for single-family homes and does not require notice to neighbors. A Planning permit is needed only for exceptions such as a variance or floor-area exception, a conforming addition to a nonconforming home, exterior changes to a historic home, or lots of 10,000 sq ft or more next to a creek. Those go to the Zoning Administrator, who holds hearings on the second and fourth Wednesdays with mailed notice within 750 feet.

New-Home Requirements

2025 Mountain View Green Building Code (permits submitted from January 1, 2026): new homes and ADUs need heat-pump space and water heating, solar, battery-ready wiring and a Level 2 charger of at least 40 amps. In existing homes, installing or replacing a gas appliance requires electric-ready wiring, and replacing an air conditioner requires a heat pump or making the home heat-pump ready.

  • At least 200-amp electrical service.
  • A wet-signed survey certificate, delivered to the field inspector before the concrete pour, for structures within 6 feet of a property line.
  • Fire sprinklers, with Fire inspections at 650-903-6313 ext. 0.
  • City water, about 87% from the San Francisco Public Utilities Commission, and City sewer treated at the Palo Alto Regional Water Quality Control Plant.
  • Flood Development Permit in mapped flood zones near the Bay and Permanente Creek.
