New-Home Submittal Checklist

  • Planning Division approval letter with annotated Conditions of Approval.
  • 4 plan sets, soils or geology report as applicable, and a property survey.
  • Construction and demolition waste management plan.
  • Title 24 and CALGreen documentation.
  • New Haven Unified school fee receipt before permit issuance.
  • Union Sanitary District permit and Alameda County Water District service.
  • Grading permit from Public Works where needed.

Fire sprinklers (Municipal Code 15.20.100): required for new construction, and for additions when the existing area (not counting the garage) grows by more than 50% or the total area including the garage exceeds 2,500 sq ft. Fire protection is provided by the Alameda County Fire Department.

Hillside Lots and the Hayward Fault

East of Mission Boulevard, the Hillside Area Plan and Hillside Combining District govern development, which is limited to the area between Mission Boulevard and the Peavine and prohibited on natural slopes over 40%. The Hayward Fault runs through the hillside area near Mission Boulevard, so earthquake fault zone mapping and geotechnical work come first.
