No Design Review Hearing, but Design Standards Apply

Livermore exempts additions to single-family homes in residential zones from Site Plan and Design Review. That removes a hearing step many cities require. Every project still has to follow the Citywide Design Standards, so we design additions that match the house and meet those standards from the start. All residential additions need a building permit.

Historic Homes and Trees

  • Historic Resources Inventory: about 30,000 parcels are rated Significant, Potentially Significant or Not Significant. Work on rated properties can require a Certificate of Appropriateness under Development Code Chapter 9.02, and historic preservation overlays are in Chapter 4.07.
  • Trees: on single-family lots, a tree is protected at 60 inches in circumference measured 4½ feet above grade, and California native species at 24 inches. Removing a protected tree or encroaching into its protection zone needs a permit, and a 3-foot fence must mark the zone during construction.

Drop-in counter Monday to Thursday, 9 a.m. to 4 p.m.; closed Fridays. Applications go through the City’s Accela Citizen Access (ACA) portal. The City does not offer expedited plan review.

Fees collected by the City: Zone 7 water connection fees and Livermore Valley Joint Unified School District fees are both collected by the City and due at building permit issuance.

Inspections are not booked in the portal. Use the City’s online inspection request form or call (925) 960-4430, until 6 a.m. on the day of the inspection. For an arrival window, call (925) 960-4445 between 7 and 8 a.m. Inspection windows are 8 to 11:30 a.m. and 12:30 to 3:30 p.m.

Livermore’s all-electric rule for new buildings does not apply to additions.
