Two Dublins, Two Kinds of Bathroom Projects
West and central Dublin were built in the 1960s tract era, starting with San Ramon Village in 1960, and by 1970 four-fifths of the homes in the original planning area were in place. Those bathrooms often need full rebuilds: new plumbing, waterproofing and layouts. East Dublin, including Dublin Ranch and Fallon Village, was built after annexations from 1995 on, and its bathrooms are usually ready for upgrades rather than repairs: larger showers, better vanities and finishes.

Over-the-Counter and Standard Permits
Dublin’s Building & Safety Division issues most minor permits over the counter. Bathroom remodels that move plumbing or walls go through plan check, typically about 2 to 3 weeks (10 to 15 business days).

Monday to Friday, 8 a.m. to 5 p.m. Since July 2024, all applications go through the Citizen Self-Service (CSS) portal at dublin.ca.gov/CSS.
Inspections are requested in CSS for the next business day, or the same day if requested by 5 a.m. Phone and counter requests close at 4 p.m. the business day before. Inspectors take calls 7:15 to 8 a.m., and residential evening inspections are available on Tuesdays from 4 to 7 p.m. (call the Monday before). Dublin uses outside consultant firms for plan check and inspection under its Building Official.
