New-Home Approval Checklist

  • Architectural Review Application for new construction, with possible Architectural Review Board referral.
  • Specific plan standards in Dougherty Valley, San Ramon Village (Crow Canyon), Northwest and Westside areas.
  • Fire sprinklers, required in all new homes, with district review through GeoCivix.
  • School fees through the City’s Certificate of Compliance process.
  • Grading permit at 50 cubic yards; geologic hazard district areas where mapped.
  • Water from EBMUD or DSRSD and sewer from Central San or DSRSD, depending on the parcel.
  • Wildfire construction standards where the parcel is mapped; the fire district publishes a parcel map viewer.

Walk-in service 8:30 a.m. to 1 p.m.; appointments 1 to 5 p.m. Applications go through the City’s Citizen Self Service (CSS) portal. Choose the permit type carefully, because it cannot be changed after you submit.

Fire district: the San Ramon Valley Fire Protection District requires a fire submittal for any change to a home that already has fire sprinklers, and for a home without sprinklers only when square footage is added. Plans go through the district’s GeoCivix portal, with a typical turnaround of about 21 days.

School fees: new homes and additions over 500 sq ft pay San Ramon Valley Unified School District fees. The City completes a Certificate of Compliance, you pay the district by appointment at (925) 552-2944, then return to the City for the permit.

Inspections are requested through the CSS portal or at (925) 973-2580, Option 1. Inspectors take calls 7:30 to 8 a.m.
